Sanjeev Bhagowalia
Deputy Associate Administrator, Office of Citizen Services and Innovative Technologies, General Services Administration
Effective May 24, 2010, Sanjeev “Sonny” Bhagowalia became the Deputy Associate Administrator, Office of Citizen Services and Innovative Technologies, GSA. In this new role, Sonny will lead help GSA and the Federal CIO implement Government-wide e-Gov (or Open Gov) programs in an agile manner. These GSA-supported programs include Data.gov, Cloud-Computing, Collaboration, mobile applications, Federal Data Center Consolidation initiative and other programs.
Sonny served as the Chief Information Officer (CIO) of the U.S. Department of the Interior (DOI), a large cabinet agency with 2,400 operating locations across the United States, Puerto Rico, U.S. territories, and freely associated states supporting over 40 mission areas from December 2008 until May 2010. Sonny oversaw an Information Technology (IT) Portfolio of approximately $1 Billion of modernized and unified DOI’s diverse IT environment under its top-rated Enterprise Architecture Program. Sonny also served as the CIO for Indian Affairs (IA), a $2.3 billion sub-agency with 10,000 users within the US DOI from August 2007 until December 2008.
Recently Sonny was a member of the Federal CIO Council Executive Committee, co-lead of its Architecture and Infrastructure Committee, and co-chair of the Inter-Agency Management Council for $1 Billion GSA “Networx” program.
Sonny served with distinction in the Federal Bureau of Investigation (FBI) in the U.S. Department of Justice as an Information Technology Program Management Executive for eight years from July 1999 through August 2007, overseeing a $1 Billion portfolio. Sonny has also served with distinction in industry for 14 years at Boeing, a Fortune 500 company, from July 1985 until July 1999, as a Senior Principal Engineer in the prestigious Boeing Technical Excellence Fellowship Program in support of Systems Integration and Business Development for U.S. Government Civilian, Defense and Intelligence Community Clients. |

Chris C. Kemp
Chief Technology Officer for IT, NASA
Chris C. Kemp is NASA’s first Chief Technology Officer for IT. As CTO for IT, Kemp is responsible for NASA’s Enterprise Architecture and for introducing new and emerging technologies into NASA’s IT roadmap. He leads a number of innovative pilot projects at NASA, including the Nebula Cloud Computing Platform, and is also responsible for NASA’s contributions to the Obama Administration’s Open Government Initiative.
Kemp joined NASA Ames Research Center in 2006 as Director of Strategic Business Development and helped forge technology partnerships with Google and Microsoft. From 2007 to 2010, he served as Chief Information Officer at Ames Research Center, where he was responsible for much of the IT infrastructure at Ames and several NASA-wide services, including NASA’s IT Security Operations Center.
In addition to serving as Chairman of NASA's Web Council, Kemp is a member of the Cloud Computing Executive Steering Committee and is Co-Chairman of the Federal Cloud Computing Standards Working Group.
Prior to joining NASA, Kemp helped create the third largest online community Classmates.com, the leading web-based vacation rental platform Escapia, and the first online grocery shopping platform for Kroger, the world's largest grocery store chain.

Dawn Leaf
Senior Executive for Cloud Computing, NIST
Dawn Leaf is a Senior Advisor in the National Institute of Standards and Technology Information Technology Laboratory, and the NIST Senior Executive for Cloud Computing.
Prior to her appointment to NIST in March 2010, Ms. Leaf served as the Deputy Chief Information Officer/Chief Technology Officer for the United States Department of Commerce, the Chief Information Officer of the Bureau of Industry and Security, the Chief Technology Officer of the Smithsonian Institution, and as the Manager of System Architecture of the United States Patent and Trademark Office.
Before joining the federal government in 1999, Ms. Leaf acquired broad experience in Information Technology management, advanced technology, and large scale distributed systems development and engineering. She served as the program manager for several National Aeronautics and Space Administration (NASA) and National Oceanic and Atmospheric Administration (NOAA) programs under contract. Ms. Leaf's foundation in Information Technology came from her 1981-1995 tenure with the Westinghouse Electric Corporation (Northrop-Grumman). Highlights include the 1992 George Westinghouse Signature of Excellence Award and appointment as the Information Systems Manager for the Oceanic sonar and anti-submarine warfare facility. Dawn Leaf holds an M.S. in Systems Engineering from the Johns Hopkins University, Whiting School of Engineering, and is a cum laude graduate of McDaniel College. |

In her present role she oversees and implements the technical strategy for Microsoft’s Civilian Federal Government business. Prior to joining Microsoft she held numerous leadership positions at Washington DC area consulting organizations including work at McGladery and Pullen, Booz-Allen-Hamilton and Spectrum Technology Group where she was the Director of Web development. Susie is most recently noted for her leadership in standing up Microsoft's Technology and Innovation Center for the Washington DC region and has authored several books on the topics of software integration and web development. Michael Binko

Michael P. Binko is president/CEO and a member of the Board of Directors for kloudtrack. Prior to joining kloudtrack, Binko was founder and currently still serves as Managing General Partner of Gemini Venture Partners LLP, an early-stage private equity and venture capital firm concentrating on technology companies in the software, SaaS|Cloud, computing, communications, internet, social networking, enterprise data management, new media and other information technology sectors.
Prior to founding Gemini, Binko was with XRiver Technologies (NASDAQ: XYBR) where he served as Vice President of Corporate and Business Development. Concentrating on the markets of mobile computing and communications, XRiver is a leading intellectual property, technology and solution services company focused on wireless and mobile computing in numerous industry sectors.
Binko earned dual Bachelor of Science degrees (with honors) in both Business Communications and English from James Madison University, Harrisonburg, Virginia. Binko is a graduate of the Innovation Management program offered jointly by the University of Maryland�s Smith School of Business and A. James Clark School of Engineering.

Daniel Burton
Senior Vice President & GM, Global Public Sector, Salesforce.com
Daniel Burton is Senior Vice President & GM Global Public Sector for salesforce.com. He has played a leadership role in the development of US technology policy for over twenty years. Prior to joining salesforce.com in January 2006, he served as Vice President of Government Affairs for Entrust and for Novell. He was also President of the Council on Competitiveness where he was a pioneer in the effort to establish government technology policies for the US high-tech industry.
Mr. Burton holds an MA in political economy from Columbia University, a BA from the University of Pennsylvania and a Diplome de Langue et Civilisation Francaises from the Sorbonne. He is a member of the Council on Foreign Relations, a member of the board of the Software and Information Industry Association (SIIA), and a member of the board of the Washington Project for the Arts.
He has edited three books, including Vision for the 1990s: US Strategy and the Global Economy, and written numerous articles on technology policy and competitiveness, which have appeared in Foreign Affairs, Foreign Policy, The New York Times, The Washington Quarterly, and Scientific American. |

Sarah Djamshidi
Executive Director, Chesapeake Innovation Center
As the Executive Director, Sarah Djamshidi oversees all the Chesapeake Innovation Center (CIC) activities. CIC is a unique venture accelerator that connects promising technology companies and emerging technologies with government agencies, major government contractors and private sector customers. To date, CIC has helped more than 170 emerging technology companies (50% from the State of Maryland). Prior to her appointment at the CIC, Ms. Djamshidi served as Director of the University of Maryland Technology Advancement Program (TAP), the first technology venture incubator in the State of Maryland. TAP partners with regional entrepreneurs and provides extensive hands-on support to build early-stage technology companies. During her tenure, $20 million was raised for portfolio companies. In this role, Djamshidi actively advised TAP portfolio companies on market research, business and strategic planning, business process reengineering, financial analysis, business development, recruiting and fundraising. In addition, Djamshidi oversaw all operations of TAP and managed company selection and lead the due diligence activities. Moreover, she helped in the design, development and implementation of the University of Maryland’s first technology spin-out program, MTECH VentureAccelerator.
Djamshidi has a degree in Management Science and Statistics with specialization in Decision Information Systems from the University of Maryland. |

Richard Ferrick
Network Administrator, Panama City, Florida
Richard Ferrick, network administrator for Panama City, Florida joined the agency in 2000 and is responsible for WAN, LAN and VPN management, private and public Wifi administration, website administration, video producing and live streaming.
Located on the Emerald Coast, Panama City is situated on the panhandle of northwest Florida on St. Andrews Bay and the Gulf of Mexico. With white sands and beaches, the city is a popular year-round resort destination for vacationers, and home to more than 37,000 residents. |

Randy Hahn
Director, Cyber Security and Cloud Services, Verizon
Randy Hahn is a regional director at Verizon in the Federal Cyber security and Cloud Services organization. Mr. Hahn has over 20 years experience in delivering distributed, secure IT solutions to meet a variety of commercial and public business requirements (e.g., health, security, and computing). His past experience includes supporting the federal government in migrating from older technologies and implementing advanced technologies to address specific programmatic requirements. Currently, Mr. Hahn is tailoring the Verizon commercial “Everything as a Service” EaaS, cloud to the government market. Mr. Hahn has both a Bachelor’s and Master’s degree in Computer Science from Kansas State University. He served as a Captain in the United States Air Force, at Rome Labs (formerly Air Development Center) at Griffiss Air Force Base, Rome NY, where he conducted research on advanced distributed computing platforms. |

Gunnar Hellekson
Chief Technology Strategist, Red Hat, Inc.
Gunnar Hellekson is the Chief Technology Strategist for Red Hat’s US Public Sector group, where he works with systems integrators and government agencies to encourage the use of open source software in government. He was recently named co-chair of Open Source for America and one of Federal Computer Week’s Fed 100 for 2010. He is an active member of the Military Open Source working group and a GTO-21 commissioner. He is specifically interested in cross-domain security, edge innovation, and interagency collaboration through the open source model.
Prior to joining Red Hat, he worked as a developer, systems administrator, and IT director for a number of Internet businesses. He has also been a business and IT consultant to not-for-profit organizations in New York City. During that time, he spearheaded the reform of safety regulations for New York State’s electrical utilities through the Jodie Lane Project.
When he’s not spreading the Good News about open source, he’s wishing he had a dog.

Sarah Hyder
Web Program Manager, Federal Emergency Management Agency
Sarah Hyder leads a number of e-government initiatives for the Federal Emergency Management Agency, Office of External Affairs (OEA). In her Program Manager role, she focuses on enhancing crisis management through advanced information technology. Her goal is to improve how information technology is used in coordinating and facilitating information on disaster preparedness, response, and recovery, while ensuring the availability of such information across multiple access channels. Ms. Hyder has been involved with the delivery of e-government services using web-based technologies for over 11 years. She has a Bachelor’s Degree in Management Information Systems and Decision Sciences from George Mason University, a Master’s certificate in Program Management from George Washington University, and is a certified Project Management Professional (PMP). |

Vishal Khera
Office of the Chief Information Officer, United States Department of Agriculture
Mr. Vishal Khera is the Managing Partner at Creative Systems and Consulting and is involved in several initiatives at USDA OCIO. He is leading the development of Department-wide Cloud Computing Strategy and is working with NITC to implement new “Platform as a Service” offerings. He is also assisting NITC with USDA-wide data center consolidation effort.
Prior of joining USDA, Mr. Khera was the Chief Architect at Federal Reserve IT. His team was responsible for providing architectural direction for major initiatives across the Federal Reserve System (FRS). Mr. Khera led the development of Cloud computing strategy and implementation of Cloud based services at FRS. In addition, he was responsible for the management of EA governance and compliance processes that were broadly used across the FRS.
Before that Mr. Khera was a Sr. Director at Gartner and provided strategic consulting across wide range of IT management and planning disciplines including Enterprise Architecture, Process Optimization and Sourcing.
Mr. Khera has an MBA in Finance from the Smith School of Business, University of Maryland and an undergraduate degree in Computer Engineering.

Keith Trippie
Executive Director of Enterprise System Development , Department of Homeland Security
Keith Trippie is the Executive Director of the Enterprise System Development Office (ESDO) in the Department of Homeland Security (DHS) Office of the Chief Information Officer (OCIO). ESDO, a newly formed OCIO office, is responsible for the planning and delivery of enterprise application services for DHS. As the Executive Director, Mr. Trippie leads the standup of the organization by implementing a suite of core infrastructure, platform, and software services that can be leveraged by IT programs across the enterprise to streamline the acquisition and delivery of the business solutions. In this role, he is focused on implementing a customer-centric business model that reduces delivery time and increases operational efficiencies.
Previously, Mr. Trippie served as Acting Director of the DHS OCIO's Enterprise Business Management Office. In this role, Mr. Trippie was responsible for developing enterprise strategies for IT services and implementing policy for the management of the Department’s IT portfolio.
Before his executive leadership positions at OCIO, Mr Trippie worked for the Transportation Security Administration's Maritime and Land Division, where he focused on improving information sharing with stakeholders. Mr. Trippie is a graduate of the University of Arkansas and brings more than 16 years of professional experience delivering logistics and IT solutions to the public and private sectors. |

Prior to joining Amazon, Sri was a Principal and Group Manager for Infrastructure Operations Management Practice at the MITRE Corporation. He advised several federal agencies in establishing business strategy and rules to provide scalable, secure and reliable IT Infrastructure and Operations Management (IOM) environment. His efforts include the GSA Infrastructure as a Service RFQ, CMS data center modernization, and DISA Net-Centric Enterprise Services.

Teresa Weipert
Partner, Accenture
Teresa (Terry) Weipert is responsible for technology services sales in the Health and Public Service operating group at Accenture, developing new business for service solutions and developing key relationships with clients and partners. She plays a key industry lead role on Accenture’s cloud services strategic program team.
Terry has broad experience in designing and delivering services and successfully applying information technology to meet mission-critical business requirements in a range of industries, including government, financial services, transportation and commercial.
Prior to assuming her current position at Accenture, Terry was vice president at Unisys Corporation, where she led the strategic marketing programs and initiatives for the Global Outsourcing division. She was responsible for developing and expanding relationships and go-to-market programs with Unisys key infrastructure service partners.
Terry began her career in application development and program management positions. She designed and developed financial accounting systems for commission accounting, inventory, accounts receivable, order entry and payroll for the companies’ management information systems organizations.
Terry is active in Women in Technology; the industry council for The Women’s Center; and ACT/IAC. Additionally, she serves on a committee for AFFIRM and on the George Mason School of Management advisory council for the Dean. She holds a M.S. in Information Management Systems from George Washington University.
