Dawn Leaf

Dawn Leaf

Deputy Chief Information Officer, United States Department of Labor

Prior to her appointment to DOL in November 2012, Ms. Leaf served as the Senior Advisor for Cloud Computing in the National Institute of Standards and Technology Information Technology Laboratory. Under her stewardship, NIST achieved internationally recognized milestones in the arena of Cloud Computing. In 2012, Ms. Leaf was honored among the ten gTop Women in Cloudh by the CloudNOW organization. She was also one of the FierceGovernmentIT first annual "Fierce 15," which recognizes some of the hc most innovative projects and forward-thinking people working in government IT.h

Ms. Leaf served as the Deputy Chief Information Officer/Chief Technology Officer for the United States Department of Commerce, the Chief Information Officer of the Bureau of Industry and Security, and Chief Technology Officer of the Smithsonian Institution.

Before joining the federal government in 1999, Ms. Leaf acquired broad experience in advanced technology and large scale distributed systems development and engineering. She served as the program manager for several National Aeronautics and Space Administration (NASA) and National Oceanic and Atmospheric Administration (NOAA) programs under contract. Ms. Leaf's foundation in Information Technology came from her 1981]1995 tenure with the Westinghouse Electric Corporation (Northrop]Grumman). Dawn Leaf holds an M.S. in Systems Engineering from the Johns Hopkins University, Whiting School of Engineering, and is a cum laude graduate of McDaniel College.

 

David L. McClure

Associate Administrator, U.S. General Services Administrations Office of Citizen Services and Innovative Technologies

David L. McClure was appointed as the Associate Administrator of the U.S. General Services Administration Office of Citizen Services and Communications effective August 24, 2009. In 2010, the office was re-established as the Office of Citizen Services and Innovative Technologies.

As Associate Administrator, McClure advances GSA’s responsibilities in serving the American people through open and transparent government initiatives to provide increased government accessibility to the public. McClure also identifies and applies new technologies to improve government operations and service delivery.

The Office of Citizen Services and Innovative Technologies is a powerful advocate for making government operations more open, transparent, and participatory. Through the use of innovative technologies, the office connects the public to government information and services through various channels, including collaborative and public dialogue tools, call centers, and other emerging new media technologies. As part of this effort, the office runs the award-winning USA.gov, the official website of the federal government.

McClure most recently served as the managing vice president for Gartner Inc.’s government research team. There, he managed the global government research agenda and analyst support, and was lead researcher on government information technology management practices. McClure also served on the Obama-Biden transformation, innovation, and government reform transition team, which examined federal agency IT plans and status for the incoming administration.

Before working at Gartner, McClure served as vice president for e-government and technology at the Council for Excellence in Government. Previously, McClure had an 18-year career with the Government Accountability Office, where he conducted wide-ranging reviews of major systems development and IT management capabilities in almost all major Cabinet departments and agencies. He also served as ex-officio member of the Federal Chief Information Officer Council from its inception in 1996 through 2001.

He is a frequent speaker, prolific writer, and pundit. Mr. Bloomberg is one of the original Managing Partners of ZapThink LLC, the leading SOA advisory and analysis firm, which was acquired by Dovèl Technologies in August 2011. His book, Service Orient or Be Doomed! How Service Orientation Will Change Your Business (John Wiley & Sons, 2006, coauthored with Ron Schmelzer), is recognized as the leading business book on Service Orientation. Daniel Burton is Senior Vice President & GM Global Public Sector for salesforce.com. He has played a leadership role in the development of US technology policy for over twenty years. Prior to joining salesforce.com in January 2006, he served as Vice President of Government Affairs for Entrust and for Novell. He was also President of the Council on Competitiveness where he was a pioneer in the effort to establish government technology policies for the US high-tech industry.

Mr. Burton holds an MA in political economy from Columbia University, a BA from the University of Pennsylvania and a Diplome de Langue et Civilisation Francaises from the Sorbonne. He is a member of the Council on Foreign Relations, a member of the board of the Software and Information Industry Association (SIIA), and a member of the board of the Washington Project for the Arts.

He has edited three books, including Vision for the 1990s: US Strategy and the Global Economy, and written numerous articles on technology policy and competitiveness, which have appeared in Foreign Affairs, Foreign Policy, The New York Times, The Washington Quarterly, and Scientific American.

John Edgar

Vice President, Information Technology, United States Postal Service

John T. Edgar was named vice president of Information Technology in January 2011. He is responsible for directing the design, development and delivery of IT systems and services to the U.S. Postal Service’s lines of business. This includes leading eight customer-facing IT portfolios in determining customer requirements and ensuring IT provides technology leadership and support to the organization. In addition, Edgar leads the IT Business Solutions Services organization for national systems development and support. Working with other elements of the IT organization, Edgar ensures the development of policies, procedures, programs and standards to support these functions. He reports to the chief information officer and executive vice president.

Prior to this appointment, Edgar was vice president of Information Technology Solutions from September 2009 until January 2011. He was also the manager, Corporate IT Portfolios, responsible for the development and implementation of information technology solutions for all lines of business in the Postal Service. He led the IT organization’s efforts to enable the implementation of Full Service, an integrated series of systems that gives major mailers the ability to take advantage of Intelligent Mail Barcode technology and provides end-to-end visibility of their mail pieces. Currently, he is leading the efforts to fully modernize USPS.com and its suite of supporting application and services for consumers and small businesses.

Edgar joined the Postal Service in 2001 and has held several other key management positions in the IT organization, including serving as the enterprise architect for USPS where he led the definition and implementation of standardized IT support services and the initial implementation of the USPS Enterprise Data Warehouse (EDW). Prior to working for the Postal Service, he had 15 years of consulting experience with various government and commercial clients.

Edgar received a Postmaster General Award for key contributions to the organization and was a Government Computer News Technology Leadership Award winner in 2008.

He earned a Bachelor of Science degree from Lehigh University and is a licensed professional engineer in Virginia.

Adrian R. Gardner’s Federal career is distinguished by over 20 years of federal service enabling mission capability and readiness within the Scientific and Defense-related sectors in an innovative and secure manner. Gardner was the recipient of 2005 Federal 100 award, which honors individuals from government, industry, and academia whose ideas and accomplishments had the greatest impact in shaping the missions, solutions, and results achieved by the government information technology community.

Gardner is a member of the Senior Executive Service and currently serves as the director of the Information Technology and Communications Directorate (ITCD) and chief information officer (CIO) for the Goddard Space Flight Center. As such, he has the responsibility, authority and accountability for ensuring that Goddard's information assets are acquired and managed consistent with agency and federal policies and procedures, and legislation; and that the center's Information Resource Management (IRM) strategy is aligned with NASA's vision, mission, and strategic goals.

Greg Gianforte

Greg Gianforte is founder and CEO of RightNow Technologies, Inc., a provider of on-demand customer experience solutions that help citizen-centric organizations deliver great customer experiences. RightNow was recently purchased by Oracle Corporation.

Prior to RightNow Technologies, Gianforte founded Brightwork, a network management application company, in 1986. Under his leadership, the company successfully installed its software on more than 150,000 Novell systems before McAfee Associates acquired the firm in 1994. Gianforte is a seasoned entrepreneur and currently serves as founder and chair of Bootstrap Montana, a program that provides coaching and micro-loans to promising entrepreneurs in Gianforte’s home state of Montana.

Gianforte has presented at prominent cloud and customer relationship management (CRM) conferences for business leaders, including AFCEA’s All About the Cloud Conference, CRM Evolution and the Business Cloud Summit. A passionate and dynamic speaker, he has spoken for numerous academic institutions, including Harvard Business School, the University of California, Berkeley, Stanford University, Cornell University, the London School of Business, the Manchester School of Business and the Warwick School of Business. In 2007, he delivered the commencement speech to Montana State University’s graduating class.

Honored with an array of distinctions as a technology industry leader, he is a CRM Hall of Fame inductee and he was presented an Honorary Doctorate of Computer Science at Montana State University in 2007. He was named Entrepreneur of the Year in the Pacific Northwest software category by Ernst & Young in 2003 and he received the Stevens Honor award from Stevens Institute of Technology the same year.

Mr. Garrison Edward Gladfelter Jr. is a 1990 graduate of Indiana University of PA with a Bachelor of Science Degree in Education and majors in Secondary Social Studies and Criminology. Mr. Gladfelter has been the Director of the Division of Prevention, Bureau of Drug and Alcohol Programs since September 2007. During his tenure as Director of Prevention he has served on the National Association of State Substance Abuse Directors (NASADAD) Performance Data Workgroup addressing the National Outcome Measures (NOMs), he serves as a member of the NASADAD Research Committee, the National Prevention Network (NPN) representative for Pennsylvania; the Regional Representative for the North East Region , Co-Chair NPN Research Committee, a member of the NPN Executive Committee and currently serves as the NPN Treasurer. In addition, Mr. Gladfelter serves as a member of CSAP’s Data Information Technology Infrastructure Contract (DITIC) and the External Steering Committee (ESC) for CSAP’s Data Analysis and Coordination and Consolidation Center (DACCC). Prior to be appointed the Director of Prevention Mr. Gladfelter held positions as the Bureau’s Data Manager and a Drug and Alcohol Analyst in the Division of Prevention. Prior to coming to work for State Government Mr. Gladfelter did work in the private sector as a Training and Workforce Development Manager for a construction company. Mr. Gladfelter spent 8 ½ years working for a community drug and alcohol agency that provided prevention, intervention, and outpatient treatment services. During Mr. Gladfelter’s tenure at the community provider he held the position of Community Service and Development Coordinator responsible for agency marketing, public relations, fund raising and running the Division of Intervention. He also held the positions of Prevention Specialist, and Treatment Alternatives for Safer Communities Case Manager.

Mike Goodrich if the Director of Administration for Arlington Economic Development. As Administrative Officer, he is responsible for Department contracts, human resources, all financial matters and information technology. Managing a budget of $9.6 million, he supports the Department’s goals of place-making and economic sustainability. Serving as SalesForce administrator for his organization, he led the first Arlington implementation of a cloud based business solution.

A nearly 17 year career with Arlington County, Mike has worked in the parks and recreation area, public safety and now economic development. A native of Northern Virginia, he holds a Bachelors and Masters degree from Virginia Tech in Public Administration. Recently, he attained the Metropolitan Washington Council of Governments designation as a Certified Public Manager.

Randy Hayes leads the Federal Civilian business development efforts for DataDirect Networks. Over the last 10 years Randy has become a recognized expert in Federal Big Data applications with an emphasis on solving complex file system, infrastructure and I/O challenges that include next generation sequencing work flows, satellite and video imaging ingest and massive archive management. He has helped a number of federal agencies architect open storage solutions for High Performance Computing systems implementing a variety of file systems including Lustre, GPFS, object based storage, and Hadoop software. He is a Graduate from Susquehanna University with a degree in Information Systems as well as minors in Business Administration and Computer Science

Gunnar Hellekson

Gunnar Hellekson

Chief Technology Strategist, Red Hat, Inc.

Gunnar Hellekson is the Chief Technology Strategist for Red Hat’s US Public Sector group, where he works with systems integrators and government agencies to encourage the use of open source software in government. He was recently named co-chair of Open Source for America and one of Federal Computer Week’s Fed 100 for 2010. He is an active member of the Military Open Source working group and a GTO-21 commissioner. He is specifically interested in cross-domain security, edge innovation, and interagency collaboration through the open source model.

Prior to joining Red Hat, he worked as a developer, systems administrator, and IT director for a number of Internet businesses. He has also been a business and IT consultant to not-for-profit organizations in New York City. During that time, he spearheaded the reform of safety regulations for New York State’s electrical utilities through the Jodie Lane Project.

When he’s not spreading the Good News about open source, he’s wishing he had a dog.

Ms. Lorraine Landfried, acting Deputy Chief Information Officer (DCIO) for Product Development in the Department of Veterans Affairs’ Office of Information and Technology (OI&T), oversees the development, enhancement and maintenance of 200+ enterprise class applications that support benefits and health care delivery, as well as the financial and administrative systems that serve VA and Veterans.

Ms. Landfried came to VA in 2009 from the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Office of Information and Technology, with 23 years of federal service.

Ms. Landfried holds a Bachelor of Science in Industrial Technology from Southern Illinois University – Carbondale; a Master’s of Science in Operations Research and Management Science from George Mason University; and a Master’s Certificate in Project Management from George Washington University. She earned her Project Management Professional (PMP®) certification from the Project Management Institute, DHS Level III Acquisition Management Certification, and ITIL v3 Foundations certification. She currently lives in Burke, Virginia, with her husband and two daughters.

Stefan Leeb

Stefan Leeb is the Program Manager for the NOAA Unified Messaging Service and is responsible for transitioning NOAA to Google Apps for Government. Stefan has been with NOAA for seven years, and now works for the NOAA Office of the Chief Information Officer. Previously, Stefan worked as a Business Operations Manager, an IT Services Manager, and as an Army Officer. Stefan holds PMP and CISSP certifications and has an MBA from National University.

 

Wes J Lloyd

Research Associate, US Department of Agriculture - Natural Resources Conservation Service (USDA-NRCS) and Colorado State University

Wes Lloyd is a research associate and software developer at the Information Technology Center (ITC) of the USDA - Natural Resources Conservation Service (NRCS) in Fort Collins, Colorado. Wes is also a PHD research student studying Cloud Computing in the Computer Science department at Colorado State University. His work is part of a partnership between the USDA-NRCS, the USDA-Agricultural Research Service (ARS), and the Civil Engineering Department at Colorado State University (CSU) to investigate the use of cloud technology for supporting environmental simulation models.

Mr. McNee is the President and CEO of Saugatuck Technology, a subscription research and advisory firm focused on emerging industry trends and disruptive technologies driving change in enterprise IT. Over the past few years, Mr. McNee has helped spearhead the firm's research into evolving business models as a result of the shift to software-as-a-service (SaaS) and Cloud Computing. More recently, he has been actively involved in launching the firm’s CIO-targeted Cloud migration / leadership practice.

Prior to founding the firm in 1999, Mr. McNee spent eleven years with Gartner, Inc., most recently as Group Vice President and Research Fellow, responsible for guiding the firm's overall research strategy. A recognized expert in enterprise software and related business / IT services, Mr. McNee spent five years leading Gartner's Business / IT Management practice as its Director of Research, focusing on CIO governance, IT sourcing models and e-commerce management strategies. Prior to this role, he was a lead analyst focusing on enterprise business applications, and asset management strategies.

Prior to Gartner, Mr. McNee held strategic planning, financial management and marketing positions at CBS, HBO, Comshare and the Institute for Social Research.

A frequent speaker at industry conferences, Mr. McNee has published hundreds of articles and consulted with thousands of business and IT executives, and vendor clients around the globe. Mr. McNee is a University of Michigan alumnus, and has completed graduate work in economics at New York University.

David Mihalchik leads Google's Federal Apps Team. He focuses on bringing Google's cloud computing technology to government customers to help them improve performance and reduce cost. David also manages Google compliance with FISMA and other Federal security requirements. Prior to joining Google, he was a Senior Manager in Accenture's Federal Strategy practice. David holds a Master in Public Policy degree from Harvard University and BA in Government from Georgetown University.

Tom Morton is the Chief Engineer for Forge.mil. Forge.mil is a Defense Information Systems Agency (DISA) service offering providing a full-featured application lifecycle management and rich content and collaboration capabilities. It is intended for use by any IT capability provider and/or software development team supporting the DoD and is available to anyone affiliated with the DoD. Mr. Morton is charged with overseeing the development, testing, and integration of the components comprising Forge.mil.

Kevin Plexico is Vice President of Federal Information Solutions at Deltek where he manages the delivery of Deltek’s industry leading market federal research and information products providing essential information and insights to over 2,800 clients. Mr. Plexico has responsibility for leading the industry’s largest team of analysts focused on the government contracting industry.

Mr. Plexico came to Deltek from its acquisition of INPUT in 2010. At INPUT, Mr. Plexico played an instrumental role in helping to grow the company from 15 employees to 160 employees.

Mr. Plexico provides thought leadership and expert opinion to industry executives and is a recognized expert on the public sector market.

Andras Szakal

He is responsible for IBM’s industry solution technology strategy in support of the U.S. Federal customer. Mr. Szakal was appointed IBM Distinguished Engineer and Director of IBM's Federal Software Architecture team in 2005. Before joining IBM in 1998, he was a Distinguished Member of the Technical Staff within Bell Atlantic’s (Verizon) Federal Division and Broadband Systems. Mr. Szakal is an Open Group Distinguished Certified IT Architect, IBM Certified SOA Solution Designer and a Certified Secure Software Lifecycle Professional (CSSLP). Mr. Szakal leads a department of technologists responsible for developing e-Government software architectures using IBM technology and solutions. His team is responsible for designing and deploying solutions to enable smarter government by applying innovative approaches to secure service based computing and mission critical systems. He holds undergraduate degrees in Biology and Computer Science and a Masters Degree in Computer Science from James Madison University. Mr. Szakal has been a driving force behind IBM's adoption of government IT standards as a member of the IBM Software Group Government Standards Strategy Team and the IBM Corporate Security Executive Board focused on secure development and cybersecurity. Mr. Szakal represents the IBM Software Group on the Board of Directors of The Open Group and currently holds the Chair of the IT Architect Profession Certification Standard (ITAC). More recently he was appointed chair of the Open Group Trusted Technology Forum and leads the development of the Open Trusted Technology Provider Framework.

 

David Terry

David Terry is employed by the U.S. Department of Education (ED) in the Office of Communications and Outreach as Deputy Director of the Information Resource Center (IRC). The IRC is a citizen contact center that provides information, referrals and in-depth assistance of Federal education law and policy to the general public. David collaborates with the Director to manage the IRC’s ‘customer experience contract’ to ensure that ED related facts and resources are easily accessible to the public, including mobile optimization and Facebook integration of Frequently Asked Questions. In a previous position at ED, David worked as a project manager and producer communicating local and national education achievements and programs through the production of live events, television, video, and webcasting. Prior to joining ED in 2005, David worked for Save the Children and Northern Arizona University.

Keith Trippie

Executive Director of Enterprise System Development , Department of Homeland Security

Keith Trippie is the Executive Director of the Enterprise System Development Office (ESDO) in the Department of Homeland Security (DHS) Office of the Chief Information Officer (OCIO).
ESDO, a newly formed OCIO office, is responsible for the planning and delivery of enterprise application services for DHS. As the Executive Director, Mr. Trippie leads the standup of the organization by implementing a suite of core infrastructure, platform, and software services that can be leveraged by IT programs across the enterprise to streamline the acquisition and delivery of the business solutions. In this role, he is focused on implementing a customer-centric business model that reduces delivery time and increases operational efficiencies.

Previously, Mr. Trippie served as Acting Director of the DHS OCIO's Enterprise Business Management Office. In this role, Mr. Trippie was responsible for developing enterprise strategies for IT services and implementing policy for the management of the Department’s IT portfolio.

Before his executive leadership positions at OCIO, Mr Trippie worked for the Transportation Security Administration's Maritime and Land Division, where he focused on improving information sharing with stakeholders.
