Dave DeVries

Deputy CIO for Information Enterprise (IE), DoD CIO

Mr. David DeVries is a Senior Executive with broad experience in Information Technology, Information Management, and Command and Control Systems. He retired from the U.S. Army after serving more than 29 years with a variety of leadership and staff officer experience in operational assignments involving command and control communications as well as information management and technology.

He assumed his current position as the Principal Director, Office of the DoD Deputy Chief Information Officer in May 2009. He is responsible for integrating DoD policies, guidance, and direction to create information advantage for DoD personnel and mission partners.

Arriving back in Europe for the 4th time in his military career in 2003, Mr. DeVries was assigned as the Deputy G6 / Chief Information Officer for the U.S. Army in Europe – a responsibility which included setting enterprise standards, and comprehensive policy for information management of DoD forces located in more than seven European countries. Returning to the United States in late 2007, he finished his military career influencing the creation of enterprise information sharing and IT capabilities to the Army Leadership and Commands.

Mr. DeVries holds a Bachelor of Science from the United States Military Academy, and a Master of Science in Electrical Engineering from the University of Washington in Seattle, Washington. He is also a graduate of the Army Senior Service College and served as a Corporate Fellow with IBM Business Consulting Services while serving with the Secretary of Defense Corporate Fellowship Program.

Chairman of the House Committee On Government Oversight and Reform, United States House of Representatives

Congressman Darrell Issa represents the people of California’s 49th Congressional District in the United States House of Representatives, a seat he has held since 2001. The 49th District includes Camp Pendleton, the largest Marine Corps training facility in the United States, and the northern portions of San Diego County and southwest Riverside County. Congressman Issa and his wife Kathy live in Vista, CA. They have one son, William, and celebrated their 30th wedding anniversary in 2010.

Issa currently is a member of the House Judiciary Committee and the Oversight and Government Reform Committee, where he serves as the Chairman. Previously, Issa served on the House Permanent Select Committee on Intelligence, the Foreign Affairs Committee, the Energy & Commerce Committee, and the Small Business Committee. As the holder of 37 patents himself, Issa has been vigilant about protecting the intellectual property rights of artists and other entrepreneurs to help protect America’s position at the forefront of innovation and creativity in the entertainment and technology industries. His successful efforts to fight human trafficking along the United States border has resulted in tougher laws, stiffer penalties, and more consistent enforcement. His watchful concern to guarantee that U.S. taxpayers receive the royalties they are owed from mineral interests on federal lands exposed fraud and mismanagement at the Mineral Management Service (MMS) in 2006.

Steven VanRoekel

Chief Information Officer and Administrator, United States Office of Electronic Government Office of Management and Budget

Steven was appointed as the second United States Chief Information Officer by President Obama on August 5th, 2011. In this role, he is spearheading a transformation in the Federal Government’s use of technology by “Innovating with Less”. VanRoekel is driving savings and promoting innovation across the Federal IT portfolio by upgrading our nation’s cyber security capabilities, creating new open data policies, fostering delivery of mobile services to citizens, consolidating and optimizing data centers, and promoting the Government’s transition to cloud computing. Wired Magazine recently named VanRoekel as one of the United States’ top 10 cloud influencers and thought leaders and GovInfoSecurity named VanRoekel as one of the top influencers in government IT security.

Prior to his position in the White House, Mr. VanRoekel served as the Executive Director of Citizen and Organizational Engagement at the United States Agency for International Development (USAID) and as Managing Director of the Federal Communications Commission (FCC). At the FCC, Mr. VanRoekel oversaw all operational, technical, financial, and human resource aspects of the agency. He also led the FCC's efforts to introduce new technology and social media into the agency.

Before joining government in 2009, Mr. VanRoekel spent his post-college private-sector career at Microsoft Corporation, including three years as Speech and Strategy Assistant to Bill Gates, the corporation's co-founder, and most recently as Senior Director of the Windows Server division. Prior to Microsoft and while in college, Mr. VanRoekel worked in medical and insurance IT as well helping launch a consulting startup focusing on K-12 educational IT. He received a B.A. in Management of Information Systems from Iowa State University.

Susie Adams is the Chief Technology Officer for Microsoft Federal’s Civilian business. In her present role she oversees and implements the technical strategy for Microsoft’s Civilian Federal Government business. Prior to joining Microsoft she held numerous leadership positions at Washington DC area consulting organizations including work at McGladery and Pullen, Booz-Allen-Hamilton and Spectrum Technology Group where she was the Director of Web development. Susie is most recently noted for her leadership in standing up Microsoft's Technology and Innovation Center for the Washington DC region and has authored several books on the topics of software integration and web development. Susie is a resident of Washington metropolitan area and holds a BS in Information Systems from George Mason University.

Michael P. Binko is president/CEO and a member of the Board of Directors for kloudtrack. Prior to joining kloudtrack, Binko was founder and currently still serves as Managing General Partner of Gemini Venture Partners LLP, an early-stage private equity and venture capital firm concentrating on technology companies in the software, SaaS|Cloud, computing, communications, internet, social networking, enterprise data management, new media and other information technology sectors.

Prior to founding Gemini, Binko was with XRiver Technologies (NASDAQ: XYBR) where he served as Vice President of Corporate and Business Development. Concentrating on the markets of mobile computing and communications, XRiver is a leading intellectual property, technology and solution services company focused on wireless and mobile computing in numerous industry sectors.

Binko earned dual Bachelor of Science degrees (with honors) in both Business Communications and English from James Madison University, Harrisonburg, Virginia. Binko is a graduate of the Innovation Management program offered jointly by the University of Maryland�s Smith School of Business and A. James Clark School of Engineering.

Binko is host of The UpStart Show a distributed content TV program that highlights the innovation ecosystem of early-stage entrepreneurs and investors.

Principal Deputy Associate Administrator, Office of Citizen Services and Innovative Technologies, General Services Administration

Kathy Conrad was appointed as the Principal Deputy Associate Administrator of the Office of Citizen Services and Innovative Technologies (OCSIT) in the General Services Administration on May 9, 2011. The Office of Citizen Services and Innovative Technologies is leading development and implementation of major government-wide shared services and solutions that are increasing citizen engagement and driving innovation across government.

Ms. Conrad is the primary advisor to the OCSIT Associate Administrator on citizen services, innovative technology programs and strategic direction. She oversees OCSIT program management, policy development, oversight and implementation of OCSIT operations and stakeholder outreach. She provides executive leadership for OCSIT’s strategic initiatives and programs. These include the Digital Services Innovation Center, which provides shared services and tools to enhance access to and use of government information and services anytime, anywhere, on any device, as called for in the Digital Government Strategy released by the White House in May 2012. OCSIT’s award-winning platforms and tools such as USA.gov, challenge.gov and the social media registry improve customer experience and increase operational effectiveness and efficiency of government. OCSIT is facilitating use of emerging technologies such as APIs, mobile and new media and cloud computing, and accelerating adoption of secure cloud solutions across government through the Federal Risk and Authorization Management Program (FedRAMP).

Ms. Conrad served as Industry Chair of the ACT-IAC Executive Leadership Conference (ELC) in 2010, as well as Vice Chair of Tech America’s Federal IT Dashboard Task Group. She was recognized for her leadership with Federal 100 awards in 2013 and 2011.

Ms. Conrad has a B.A. from Wesleyan University in Biology-Psychology. She lives in Alexandria, VA with her husband, and has two grown daughters.

Prior to joining Rep. Issa’s office, Laurent served as the Assistant Press Secretary for the Office of the House Majority Whip, and also worked for the House Republican Conference.

Mark Forman is an accomplished Executive with more than 30 years of professional work experience, including a Presidential appointment to be the first U.S. Administrator for E-Government and Information Technology, the Federal Government’s Chief Information Officer. Mr. Forman is currently the President and Co-founder of Government Transaction Services, Inc. which was established in 2010. Government Transaction Services provides Internet-based analytic and transactional tools that reduce administrative cost and simplify compliance with government regulations.

Mr. Forman is a fellow of the National Academy of Public Administration and CIO Sage. He is an author and speaker on government management and IT reforms. Mr. Forman is a Guest Lecturer at the Defense Acquisition University and has testified frequently before the U.S. Congress and California State Senate on information policy and management reform issues.

Melvin Greer is Senior Fellow and Chief Strategist, Cloud Computing Lockheed Martin, Chief Technology Office. With over 25 years of systems and software engineering experience, he is a recognized expert in Service Oriented Architecture and Cloud Computing. He functions as a principal investigator in advanced research studies. He significantly advances the body of knowledge in basic research and critical, highly advanced engineering and scientific disciplines. Mr. Greer is a Certified Enterprise Architect, the Vice-chair of the Network Centric Operations Industry Consortium (NCOIC), Cloud Computing Working Group and an Advisory Council member of the Cloud Security Alliance.

Mr. Greer has been awarded the BEYA 2012 Technologist of the Year Award which recognizes his outstanding technical contribution and technical products that have a broad impact and high value to society as a whole. Melvin has been recognized for his outstanding technical contributions to cloud computing and service-oriented architecture.

In addition to his professional and investment roles, he is Fellow and Adjunct Faculty at the FEAC Institute and the University of Puerto Rico at Mayaguez, College of Engineering. He is also a member of the International Monetary Fund / World Bank, Bretton Woods Committee. Mr. Greer is a frequent speaker at conferences and universities and is an accomplished author; “The Web Services and Service Oriented Architecture Revolution” and “Software as a Service Inflection Point, Using Cloud Computing to Achieve Business Agility” are his most recently published books.

Kimberly Hancher is a long time member of the Federal Information Technology
(IT) community. She began her Federal career at the Department of Veterans
Affairs in 1981. In the 1980’s she implemented the VA’s first enterprise wide electronic mail system. After 15 years at the VA, she joined the Federal
Communications Commission (FCC) to lead the agency’s electronic government
(e-gov) program. During her 10 years at the FCC, the agency deployed over 20
online, web based transaction systems and implemented mandatory electronic
filing. She joined the Equal Employment Opportunity Commission (EEOC) as Chief Information Officer in 2008 and is leading transformational efforts in Government to Government data exchange. She is a valued member of the Federal senior executive service; known for her ability to leverage existing technologies, create a shared vision of the future, and serve as a mentor/role model for aspiring IT professionals. She is a popular speaker at Women in Technology "Leaders at the Helm" and serves as a judge for several award
competitions.

Mrs. Hancher is also active in charitable organizations. She was President and CIO of The Angels Network (www.theangelsnetwork.org), a charitable group that raises funds for transitional housing and homeless programs in the DC metro area. She currently serves as a board member on the Government Information Technology Executive Council (GITEC). And she is a lifetime member of the Salvation Army Women’s Auxiliary. In 2007 she received the President’s Volunteer Service Award.

Gunnar Hellekson

Chief Technology Strategist, Red Hat, Inc.

Gunnar Hellekson is the Chief Technology Strategist for Red Hat’s US Public Sector group, where he works with systems integrators and government agencies to encourage the use of open source software in government. He was recently named co-chair of Open Source for America and one of Federal Computer Week’s Fed 100 for 2010. He is an active member of the Military Open Source working group and a GTO-21 commissioner. He is specifically interested in cross-domain security, edge innovation, and interagency collaboration through the open source model.

Prior to joining Red Hat, he worked as a developer, systems administrator, and IT director for a number of Internet businesses. He has also been a business and IT consultant to not-for-profit organizations in New York City. During that time, he spearheaded the reform of safety regulations for New York State’s electrical utilities through the Jodie Lane Project.

When he’s not spreading the Good News about open source, he’s wishing he had a dog.

Brad brings over 26 years experience working in the IT and networking industry to his role as Layered Tech’s president. His responsibilities include leading our sales and marketing efforts, as well as product management, customer service and business development initiatives. Previously the Chief Marketing Officer at Telx, Brad was responsible for product and solution management, corporate and field marketing, strategic business development and customer support. Before then, he held the position of senior vice president and general manager of the $575M Hosting Business Unit at Savvis, responsible for their co-location, cloud and managed hosting business. Prior to that assignment, he was the senior vice president of sales for the eastern area and federal sales, and began his career at Savvis running the product management and marketing organization. Brad’s first 15 years’ experience was in sales and marketing leadership roles at Sprint in their business division focused on internet and data communications services.

Jonathan (Jon) Kraden serves as counsel and senior policy advisor to Senator Thomas Carper on the Senate Homeland Security and Governmental Affairs Committee. Jon’s portfolio is focused on the federal government’s management of information technology, including the administration’s information technology reform efforts and its cloud computing, data center consolidation, and open government initiatives.

Prior to coming to the Senate, Jon spent five years at the Federal Trade Commission investigating consumer protection matters. Jon also worked for six years as a prosecutor for the Manhattan District Attorney’s Office where he specialized in long-term financial investigations.

Jon received his law degree from the Duke University School of Law, his B.S. in Accounting from Binghamton University, and a Graduate Certificate in Information Systems from Pace University.

Prior to her appointment to DOL in November 2012, Ms. Leaf served as the Senior Advisor for Cloud Computing in the National Institute of Standards and Technology Information Technology Laboratory. Under her stewardship, NIST achieved internationally recognized milestones in the arena of Cloud Computing. In 2012, Ms. Leaf was honored among the ten gTop Women in Cloudh by the CloudNOW organization. She was also one of the FierceGovernmentIT first annual "Fierce 15," which recognizes some of the hc most innovative projects and forward-thinking people working in government IT.h

Ms. Leaf served as the Deputy Chief Information Officer/Chief Technology Officer for the United States Department of Commerce, the Chief Information Officer of the Bureau of Industry and Security, and Chief Technology Officer of the Smithsonian Institution.

Before joining the federal government in 1999, Ms. Leaf acquired broad experience in advanced technology and large scale distributed systems development and engineering. She served as the program manager for several National Aeronautics and Space Administration (NASA) and National Oceanic and Atmospheric Administration (NOAA) programs under contract. Ms. Leaf's foundation in Information Technology came from her 1981]1995 tenure with the Westinghouse Electric Corporation (Northrop]Grumman). Dawn Leaf holds an M.S. in Systems Engineering from the Johns Hopkins University, Whiting School of Engineering, and is a cum laude graduate of McDaniel College.

Mr. McAndrew is a leading expert of compliance in virtual and cloud computing environments. He has also presented on a variety of information security topics for the FTC, State Agencies, the FDIC, and other information security and audit organizations such as the IIA, ISACA, and the ISSA.

Mr. McNee is the President and CEO of Saugatuck Technology, a subscription research and advisory firm focused on emerging industry trends and disruptive technologies driving change in enterprise IT. Over the past few years, Mr. McNee has helped spearhead the firm's research into evolving business models as a result of the shift to software-as-a-service (SaaS) and Cloud Computing. More recently, he has been actively involved in launching the firm’s CIO-targeted Cloud migration / leadership practice.

Prior to founding the firm in 1999, Mr. McNee spent eleven years with Gartner, Inc., most recently as Group Vice President and Research Fellow, responsible for guiding the firm's overall research strategy. A recognized expert in enterprise software and related business / IT services, Mr. McNee spent five years leading Gartner's Business / IT Management practice as its Director of Research, focusing on CIO governance, IT sourcing models and e-commerce management strategies. Prior to this role, he was a lead analyst focusing on enterprise business applications, and asset management strategies.

Prior to Gartner, Mr. McNee held strategic planning, financial management and marketing positions at CBS, HBO, Comshare and the Institute for Social Research.

A frequent speaker at industry conferences, Mr. McNee has published hundreds of articles and consulted with thousands of business and IT executives, and vendor clients around the globe. Mr. McNee is a University of Michigan alumnus, and has completed graduate work in economics at New York University.

John Messina is a senior member of the Cloud Computing (CC) Project at the National Institute of Standards and Technology (NIST). He holds a M.S. in Computer Science and B.S. in Physics and has been working at NIST as computer scientist since 1998. He has a distinguished record of scientific accomplishments, such as publications and industry presentations, and has received several awards, including NIST’s Edward Bennett Rosa Award and the US Department of Commerce’s Bronze Medal. Having spent the last few years helping developing data dictionaries and data exchange standards for the US Electronics Industry, he has been co-leading the NIST CC Reference Architecture working group. His particular focus has been on leading efforts to create Cloud Computing Ontologies and various taxonomies.

David holds a Master in Public Policy degree from Harvard University and BA in Government from Georgetown University.

Troy K. Schneider is Executive Editor of FCW, an 1105 media publication that has covered the business of federal technology since 1987. He is also a Senior Research Fellow with the New America Foundation’s Open Technology Institute.

Prior to joining FCW, Mr. Schneider was New America’s Director of Media & Technology, and before that was Managing Director for Electronic Publishing at the Atlantic Media Company, where he oversaw the online operations of The Atlantic Monthly, National Journal,The Hotline and The Almanac of American Politics, among other publications. The founding editor of NationalJournal.com, Mr. Schneider also helped launch the political site PoliticsNow.com in the mid-1990s, and worked on the earliest online efforts of the Los Angeles Times and Newsday. He began his career in print journalism, and has written for a wide range of publications, including The New York Times, WashingtonPost.com, Slate, Politico, Governing, and many of the other titles listed above.

Mr. Schneider is a graduate of Indiana University, where his emphases were journalism, business and religious studies.

He is responsible for IBM’s industry solution technology strategy in support of the U.S. Federal customer. Mr. Szakal was appointed IBM Distinguished Engineer and Director of IBM's Federal Software Architecture team in 2005. Before joining IBM in 1998, he was a Distinguished Member of the Technical Staff within Bell Atlantic’s (Verizon) Federal Division and Broadband Systems. Mr. Szakal is an Open Group Distinguished Certified IT Architect, IBM Certified SOA Solution Designer and a Certified Secure Software Lifecycle Professional (CSSLP). Mr. Szakal leads a department of technologists responsible for developing e-Government software architectures using IBM technology and solutions. His team is responsible for designing and deploying solutions to enable smarter government by applying innovative approaches to secure service based computing and mission critical systems. He holds undergraduate degrees in Biology and Computer Science and a Masters Degree in Computer Science from James Madison University. Mr. Szakal has been a driving force behind IBM's adoption of government IT standards as a member of the IBM Software Group Government Standards Strategy Team and the IBM Corporate Security Executive Board focused on secure development and cybersecurity. Mr. Szakal represents the IBM Software Group on the Board of Directors of The Open Group and currently holds the Chair of the IT Architect Profession Certification Standard (ITAC). More recently he was appointed chair of the Open Group Trusted Technology Forum and leads the development of the Open Trusted Technology Provider Framework.

Simon Szykman was named Chief Information Officer (CIO) of the Department of Commerce in May 2010. As the Department’s CIO, Szykman is responsible for providing leadership, establishing policy, and maintaining oversight for the information technology investments that support the diverse portfolio of programs across the Commerce Department’s dozen bureaus. Szykman most recently served over three years as the CIO of Commerce’s National Institute of Standards and Technology (NIST). Prior to his work at Commerce, Szykman served in two separate assignments at White House Office of Science and Technology Policy (OSTP), and worked at the Department of Homeland Security (DHS) as the Department’s first Director of Cyber Security R&D.

Executive Director of Enterprise System Development , Department of Homeland Security

Keith Trippie is the Executive Director of the Enterprise System Development Office (ESDO) in the Department of Homeland Security (DHS) Office of the Chief Information Officer (OCIO).
ESDO, a newly formed OCIO office, is responsible for the planning and delivery of enterprise application services for DHS. As the Executive Director, Mr. Trippie leads the standup of the organization by implementing a suite of core infrastructure, platform, and software services that can be leveraged by IT programs across the enterprise to streamline the acquisition and delivery of the business solutions. In this role, he is focused on implementing a customer-centric business model that reduces delivery time and increases operational efficiencies.

Previously, Mr. Trippie served as Acting Director of the DHS OCIO's Enterprise Business Management Office. In this role, Mr. Trippie was responsible for developing enterprise strategies for IT services and implementing policy for the management of the Department’s IT portfolio.

Before his executive leadership positions at OCIO, Mr Trippie worked for the Transportation Security Administration's Maritime and Land Division, where he focused on improving information sharing with stakeholders. Mr. Trippie is a graduate of the University of Arkansas and brings more than 16 years of professional experience delivering logistics and IT solutions to the public and private sectors.

 

Peter Tseronis

Chief Technology Officer, U.S. Department of Energy

As Chief Technology Officer, Pete Tseronis supports federal mission objectives by providing strategic direction and vision for IT for the Department of Energy. Pete is establishing a formal, sustainable federal technology deployment program to bring innovative solutions such as cloud computing, wireless, and mobility solutions into the government IT portfolio. To accomplish this, Pete brokers alliances between the public and private sectors to ensure that the DOE has access to the most promising innovations and world class resources.

In 2011, Pete developed and launched a highly successful series of Innovation and Technology Summits. In addition, he leads multiple enterprise programs to investigate and plan the deployment of services across the DOE including activities focused on citizen engagement.

As a recognized thought leader and agent of transformation for government IT, Pete has been asked to lead numerous federal initiatives to mature Federal IT Infrastructure such as Federal Cloud First Task Force, the deployment and enhancements to energy.data.gov, and chairing the Federal IPv6 Task Force.

Pete has been recognized and won numerous awards over his 20 year federal career. He is a three time recipient of Federal Computer Week’s Federal 100 Award and winner of the 2012 GTRA GOVTek “Government Innovator of the Year” award.
