Scott BurnsScott Burns
CEO & Co-Founder, GovDelivery, Inc.

Scott Burns is the co-founder and CEO of GovDelivery. Scott secured St. Paul, Minnesota as the the initial client for GovDelivery in 2000, and has since led the company through its expansion to serve state and local government entities in 22 states, over 100 federal agencies across 10 executive departments, and several government entities in the United Kingdom including both houses of Parliament. Email is the number one use of the Internet. GovDelivery's Email and Digitial Subscription Management System has adapted best practices from the private sector to alllow governments to take advantage of email and other digital channels to reach citizens with targeted communication. The GovDelivery platform has functioned exclusively on a multi-tenant, SaaS, basis since launch. Prior to GovDelivery, Scott was the eighth employee and director of marketing at another multi-tenant, SaaS-oriented, business called SafeRent. SafeRent was the number 1 online renter screening service before being sold to First American (NYSE: FAF). Scott began his career as a consultant at McKinsey and Company.



Kevin Carroll
Former Program Executive Officer-Enterprise Information Systems U.S. Army

Mr. T. Kevin Carroll is the President of The Kevin Carroll Group, LLC, an information technology consulting company focusing on the Federal Government. Until October 1st, 2007, Mr. Carroll was the Program Executive Officer, Enterprise Information Systems, where he managed a highly complex, diverse and effective organization engaged in developing, acquiring, integrating, deploying and sustaining state-of-the-art business and technology systems for the Army, Joint Service and Coalition users. The Program Executive Office, Enterprise Information Systems has a global work force of over 600 military and civilian employees and obligations of more than $2 billion annually. Under Mr. Carroll's leadership the Program Executive Office steadily grew in size, number of programs and importance to America's military success. Mr. Carroll is recognized as a leader in managing information technology changes that are needed to support an Army at war and in support of the President's Management Agenda. Mr. Carroll began his government career as a contracting officer with the Department of Transportation before transferring to the Army. He has over 32 years experience in government service and his Army government experience includes the Federal Highway Administration, the U.S. Coast Guard, and the Army's ISSAA (now ITEC4), CECOM, and the Army Materiel Command.



Aneesh P. ChopraAneesh P. Chopra
Secretary of Technology, Commonwealth of Virginia

Aneesh Chopra is currently Virginia's Fourth Secretary of Technology serving Governor Tim Kaine. In this capacity, he leads the Commonwealth's strategy to effectively leverage technology in government reform, promotes Virginia's innovation agenda, and fosters technology-related economic development with a special emphasis on entrepreneurship. For the Governor, Secretary Chopra chairs the Solutions Committee of the IT Investment Board, the Effectiveness and Efficiency Committee of the Council on Virginia's Future, and the Healthcare IT Council in partnership with Health Secretary Marilyn Tavenner. Prior to joining Governor Kaine's cabinet, Aneesh served as Managing Director with the Advisory Board Company, a publicly-traded health care think tank serving nearly 2,500 hospitals and health systems. He led the firm's Financial Leadership Council and the Working Council for Health Plan Executives, as well as assisted the launch of the firm's first business intelligence software solution, Compass. Aneesh graduated with a Masters in Public Policy from Harvard University's John F. Kennedy School of Government in 1997. He graduated with a B.A. from The Johns Hopkins University in 1994.



Richard L. Cirigliano
Vice President, Federal On Demand Practice, Oracle Corporation

Mr. Cirigliano has nearly 29 years of technology experience in the design, development and deployment of diverse technology-based systems. His background covers both commercial and government technology and product applications. Mr. Cirigliano currently holds the position of Vice President, Federal On Demand (OD) Practice In this role, Mr. Cirigliano manages the sales, program office and service delivery teams responsible for the delivery of Oracle's hosted federal business solutions. He is also responsible for P&L performance. Prior to this role, Mr. Cirigliano managed the North American OD Service Delivery Management (SDM) organization. In this role, Mr. Cirigliano was responsible for the management of all customer-facing resources. Under his leadership, the SDM organization was transformed to an organization that emphasized the integrated solutions critical to a customer's business operations as well as key business indicators. Mr. Cirigliano also held the position of VP, Global OD Operations. In this role he developed and executed the initial global OD operational model, which serves as the operational baseline used today by the global delivery team. He has held various development positions within Oracle. His work experience includes executive and senior management positions at SARCOM, Edge Information Systems, First Franklin, Mirage Systems and ARACOR, respectively.



Steve Cooker
Senior VP/GM of Government Solutions, Monster.com

Steve Cooker is a highly successful, senior-level executive with 25 years of progressive experience in the computer and telecommunications industry working for such notable IT firms as Nortel, AT&T, IBM, and several Internet start-up companies. He currently is the Senior VP/ GM of Monster Government Solutions. Prior to joining Monster, Steve was VP and GM of IBM/ISS, a network security company; VP of North America Sales for Nortel's E-business unit; and prior to that he served as president of ATT/NCR's computer and software government business. Steve managed a number of highly complex government programs that included software development and large scale deployments. He has managed teams as large as 600 people and revenue exceeding $450m. He has a proven track record of managing sales, professional services, business development, marketing, finance, operations, and human resources. Throughout his career, Mr. Cooker has successfully exceeded all profitability plans and has consistently over achieved all employee satisfaction ratings. He has a relentless commitment to the customer requirements. Mr. Cooker holds a B.A in Education from the University of Maryland. He is an active member of the Armed Forces Communications and Electronics Association (AFCEA). He also serves as a Board Member for two key technology associations, including Information Technology Association of America (ITAA) and the Information Technology Industry Council (ITI).



Curt KolcunCurt Kolcun
Vice President, Federal Division, Microsoft Corp.

Curt Kolcun is Vice President of Microsoft Corp.'s Federal Division, part of the company's Public Sector business vertical. He is responsible for sales, contracting, pre-sales technical support and product marketing for the company's U.S. federal government business worldwide. He was appointed to the position in July, 2006. Mr. Kolcun (pronounced "Kol-sun") has been with Microsoft for more than 18 years and has been instrumental in helping grow the company's federal government business and its overall Public Sector organization into one of the company's largest subsidiaries. Before his most recent appointment, Mr. Kolcun was Federal Practice Manager for Microsoft Consulting Services, and provided the leadership and inspiration to achieve 37% growth for each of the two years he held the position while achieving 98% customer satisfaction. When he joined Microsoft, Mr. Kolcun was the company's first systems engineer assigned to work on the U.S. Department of Defense account, and worked closely with product groups to lead Microsoft's initial field efforts on security, encryption and standards initiatives, including C2 evaluations and CryptoAPI efforts. He has also managed Microsoft Federal's pre-sales technology and engineering teams. Mr. Kolcun began his professional and technical career as an airman in the U.S. Air Force where he had the opportunity to lead a project team responsible for the first Air Force system designed to automate the creation of Government Bills of Lading. For this effort he was named "21st Air Force Freight Traffic Specialist of the Year." Kolcun left public service in 1983 to become a Systems Engineer for the Federal branch of NBI, Inc., where he was responsible for systems engineering and systems support. Kolcun joined Microsoft in 1989 as a Senior Architectural Engineer.



Richard ColvenRichard Colven
Vice President, Executive Programs, INPUT

As Vice President, Executive Programs, Mr. Colven is responsible for leading INPUT's premier member offering for senior executives and government officials. INPUT Executive Program (IEP) offers a premium level of strategic research and analysis on pressing issues as well as an opportunity for networking and relationship building at exclusive IEP member meetings. Prior to joining INPUT, Mr. Colven was a Partner in the Federal Consulting Practice for Computer Sciences Corporation, a top-tier Federal IT services provider. In addition to building a management consulting organization from kick-off to over 80 professionals, he also was a key contributor to CSC's strategic approach to the Federal and State & Local markets. Prior to CSC, Mr. Colven spent over 10 years building professional services and IT organizations in a variety of positions. He has served as a consultant, business developer, and practice director at firms such as USWeb/CKS, Milerock Partners, and CSC Index. This experience has given Richard unique insights into how companies can increase their proficiency in identifying, selling, and delivering services to clients in both government and commercial industry.



Karen EvansKaren Evans
Administrator of E-Government and Information Technology, Office of Management and Budget

Karen Evans is the Administrator of the Office of Electronic Government and Information Technology (IT) at the Office of Management and Budget. She oversees implementation of IT throughout the Federal government including advising the Director on the performance of IT investments, overseeing the development of enterprise architectures within and across agencies, directing the activities of the Chief Information Officer (CIO) Council, and overseeing the usage of the E-Government Fund to support interagency partnerships and innovation. She also has responsibilities in the areas of capital planning and investment control, information security, privacy, accessibility of IT for persons with disabilities, and access to, dissemination of, and preservation of government information. Prior to becoming Administrator, Ms. Evans was the CIO for the Department of Energy. There she was responsible for the design, implementation, and continuing successful operation of IT programs and initiatives throughout the Department. During this time, Ms. Evans was also the Vice-Chairman of the Federal CIO Council. Elected to this post in December 2002, she coordinated the Council's efforts in developing federal IT programs and improving agency information resource practices. Before joining Energy, she was Director, Information Resources Management Division, Office of Justice Programs, U.S. Department of Justice, where she was responsible for the management and successful operation of the IT program. Prior to that, she served as the Assistant Director for Information Services at the Departmental headquarters. Ms. Evans is a 25-year veteran of Government service with responsibilities ranging from GS-2 to SES, working with several agencies, including the National Park Services, the Office of Personnel Management, and the Farmers Home Administration (FmHA) of the Department of Agriculture.



Paul GreenbergPaul Greenberg
Author, CRM at the Speed of Light - 3 Editions, 8 languages (4th edition, September 2008)

In addition to being the author of the best-selling CRM at the Speed of Light: Essential Customer Strategies for the 21st Century Paul Greenberg is President of The 56 Group, LLC, an enterprise applications consulting services firm, focused on CRM strategic services and a founding partner of the CRM training company, BPT Partners, LLC, a training and consulting venture composed of a number of CRM luminaries that has quickly become the certification authority for the CRM industry. His book, CRM at the Speed of Light: Essential Customer Strategies for the 21st Century, now in its third edition, is in 8 languages and been called "the bible of the CRM industry". It is used by more than 70 universities as a primary text. It was named "the number 1 CRM book" by SearchCRM.com in 2002 and is one of two books recommended by CustomerThink. The Asian edition of CIO Magazine named it one of the 12 most important books an Asian CEO will ever read. Paul has also authored two other books including "E-Government for Public Officials" (Thompson Publishing, 2003). Currently, he is working on the 4th Edition of CRM at the Speed of Light which is due for publication by McGraw-Hill in September 2008. Paul is also the co-chairman of Rutgers University's CRM Research Center and the Executive Vice President of the CRM Association. He is a Board of Advisors member of the Baylor University MBA Program for CRM majors, a unique national program.



Gary GriffithsGary Griffiths
President, Products and Technical Operations, WebEx Communications, Inc.

As president of products and technical operations, Gary Griffiths is responsible for all WebEx products, including strategy, research and development, product management, network and MediaTone operations, and customer technical support. A twenty-five year veteran of the high-tech industry, Griffiths was the CEO of on-demand application company Everdream for the past six years, and held senior management positions with IBM for more than 16 years. He was also the CEO and co-founder of SegaSoft Networks one of the pioneers in interactive entertainment. A graduate of the United States Naval Academy, Gary served as an officer aboard nuclear fast attack submarines for five years, and was an associate professor of systems engineering at the US Naval Academy. He has a BS is Aerospace Engineering from the United States Naval Academy and an MS in business administration from the George Washington University.



Brent KastnerBrent Kastner
Director of Operations, GovDelivery, Inc.

Brent Kastner leads GovDelivery's technical operations team and is responsible for security, availability, and performance of the GovDelivery platform which has been experiencing exponential growth in usage for the past two years. Brent leads a team of dedicated System Administrators and Continuation Enigneers. Brent has over 10 years of experience in architecture, design, and implementation of enterprise software and hardware infrastructure. Brent has held software development, enterprise and custom software implementation, and network engineering positions during his career. Prior to GovDelivery, Brent was a Senior Consultant, Architect, and Consulting Manager for Interwoven, Inc., a leading Enterprise Content Management software maker based in Sunnyvale, Ca. Brent also served as an Operations Manager for the Minneapolis based mortgage company, GMAC-RFC, where he and his team supported an application that generated roughly $300,000.00 per hour in mortgage decisions. Brent was also a key player in the creation of Best Buy's e-commerce platform.



Rob LambRob Lamb
Director Partner and Customer Success, Clickability

As Clickability's Director of Customer and Partner Program Development, Rob Lamb is responsible for developing initiatives to extend the value of the company's content management software-as-a-service. Rob works with sales, marketing and engineering teams inside and outside Clickability to forge partnerships that maximize the value of digital assets. Before joining Clickability, Rob held several management positions at Salesforce.com. He helped create and implement the Customer Success Program as well as the AppExchange partner program, which catalyzed a community of more than 250 integrated partner relationships delivering in excess of 500 solutions.



Bryan MaizlishBryan Maizlish
Vice President of Advanced Programs & Chief Innovation Officer, SRA International, Inc.

Bryan Maizlish is the Vice President of Advanced Programs & Chief Innovation Officer at SRA International, Inc. and is responsible for leading many aspects of the innovation agenda. In this role, Mr. Maizlish oversees the research and development of new and existing products and solutions, manages the advanced technology group as well as lab facilities, and drives open innovation through the formation of key partnerships and alliances. Prior to joining SRA, Mr. Maizlish served dual roles at Lockheed Martin as both the Chief Technology Officer - Program Team for the Integrated Systems & Solutions' Geospatial-Intelligence Solutions line of business, and the Chief Architect for the Electronic Systems Business Area. In 2005, Mr. Maizlish was recognized by the Institute for International Research as one of the 14 Leading Minds who 'influenced an industry,' and he spoke at an event co-sponsored by Forbes Magazine with other named luminaries such as Rudy Giuliani, Barbara Walters, Lou Gerstner, and Donald Trump. Mr. Maizlish is also the Chairman for the annual Strategic & Operational Portfolio Management Conference, co-sponsored by the PDMA and IIR. Mr. Maizlish has worked extensively in the commercial market, serving in management roles for companies that developed the Internet strategy, design and architecture, and systems integration and implementation for many Global 2000 companies. Mr. Maizlish served as an event producer to the Presidential Inaugural Committee, and facilitated the creation of the vision and implementation of the Presidential Technology Exhibition, themed after "Building a Bridge to the Twenty-First Century," one of the centerpieces for the 53rd Presidential Inauguration. Mr. Maizlish spent many years of his career in the entertainment and motion picture industry, supporting many Academy Award winning films and notable television series. Mr. Maizlish co-authored the best-selling book IT Portfolio Management Step by Step, and has served as the contributing author for many other books. Mr. Maizlish received an MBA from The Wharton School of Business, a Post-Baccalaureate Degree from Tufts, and was a member of the 1983 Rose Bowl Champion UCLA football team. Mr. Maizlish is a certified Project Management Professional (PMP®) by the Project Management Institute (PMI®).



Rezaur Rahman
Enterprise Architect and Web Services Manager, Advisory Council on Historic Preservation

Rezaur Rahman is the enterprise architect and Web services manager for the Advisory council on Historic Preservation (ACHP), an independent federal agency. The agency promotes the preservation, enhancement, and productive use of our nation's historic resources, and advises the President and Congress on national historic preservation policy. Rezaur is also a member of the federal Web Managers Advisory Council and serves as the chair for the technology and innovations task group.

Fred Schobert
Chief Technology Officer, General Services Administration

Fred Schobert is currently the Chief Technology Officer for the General Services Administration's Integrated Technology Services (ITS) Office of the Federal Acquisition Service. He is responsible for monitoring, evaluating, and recommending new technologies that can be applied to a $21Billion portfolio of Information Technology products and services. Prior to this assignment, Mr. Schobert led a team of over 100 professionals engaged in developing and awarding the largest Federal telecommunications acquisition ever competed. This program, called Networx, provides world wide continuity of the mission critical Federal telecommunications services that underlie government operations, while adding the state of the practice services that will achieve a seamless, secure, and interoperable government network. Prior to joining GSA, Mr. Schobert was a Vice President with SAIC, where he managed a large information technology division serving multiple Federal agency customers. Before joining SAIC, Mr. Schobert was the Director of Program Management for Allied Signal (now Honeywell) Government Electronic Systems, and a Senior Vice President and Division Group Manager with CACI responsible for several divisions.



Chris SortziChris Sortzi
Vice President, Public Sector, RightNow Technologies

Based in Washington DC, Sortzi is responsible for RightNow's rapidly expanding government clientele. RightNow has more than 125 government customers, including clients in every US cabinet level office. Formerly with Computer Associates (CA), Sortzi brings considerable experience in working with the federal government. At CA, Sortzi ran the federal government organization, increasing revenue by more than 400 percent in three years. Since joining RightNow, Sortiz has helped oversee the move into the company's first Washington DC office.



Jay TansingJay Tansing
Managing Director, Public Sector Services, Acumen Solutions

Jay Tansing is Managing Director of the Acumen Solutions Public Sector Practice and has over 15 years of public sector consulting experience. He is currently working with a variety of public sector clients such as the U.S. Department of Interior, U.S. Department of Treasury, and the State Department to implement Customer Relationship Management (CRM) and Supplier Relationship Management (SRM) solutions, including Software-as-a-Service (SaaS). Acumen Solutions helps clients with the full lifecycle of CRM, SaaS strategy and SaaS implementation projects. Acumen Solutions is a Salesforce.com Partner and has led Salesforce.com engagements for numerous Fortune 500 clients, including eBay, Sprint/Nextel, and Wells Fargo Bank. Jay is leveraging Acumen Solutions' institutional knowledge of CRM, SaaS, and Salesforce.com in the commercial marketplace to bring innovative solutions to public sector organizations. Jay's background includes extensive experience helping public sector clients implement enterprise software solutions, including contract management systems, electronic catalogs, and ERP systems. Mr. Tansing has held previous management positions with the Federal consulting practices of Price Waterhouse, PriceWaterhouseCoopers, and IBM.



David ThomasDavid Thomas
Executive Director, Software Division, SIIA

Thomas provides strategic market consultation, research and analysis for senior industry executives on varied issues relating to the software industry, publishes wide industry knowledge and strategic insight for member companies on the latest trends, business issues and visionary topics as well as fosters partnership and alliance opportunities. He works with executives to develop showcase industry thought leadership and increase industry exposure.



Kaveh VessaliKaveh Vessali
Vice President, Public Sector Solutions, salesforce.com

Kaveh Vessali is Vice President of Public Sector Solutions at salesforce.com, where he directs global product and market strategy for the company's government, nonprofit and educational business units. Prior to joining salesforce.com, Kaveh spent 12 years directing product marketing, product development, sales and consulting efforts in the public sector units at Siebel, SAP and 2 software startups. Before that, Kaveh spent over 10 years engaged in public policy analysis and research, starting in the U.S. House of Representatives and including positions with nonprofit human rights and community development advocacy groups. He has done research and consulted on environmental, land use and transportation policy for the U.S. EPA, U.S. DOT and a number of regional planning organizations. Kaveh is a published academic author whose work on urban revitalization for the city of Toledo, Spain won a European Union urban planning award. Kaveh holds a B.A. in Psychology and was a Ph.D. candidate in the Dept. of City and Regional Planning at U.C. Berkeley. He also holds a Master's degree in Public Policy from the John F. Kennedy School of Government at Harvard University.
