1. The Government agency's challenge that led to the Cloud or SaaS adoption.
   The City of Chicago (COC) was facing several challenges that led them to adopt a SaaS e-billing system. First, all of their outside counsel law firms did not have easy access (online) to COCs billing guidelines for quick validation of invoices being submitted correctly the first time. Second, outside counsel did not provide the means to conduct an electronic audit, which would allow COC to analyze and identify any deterrence from established guidelines. Third, COC was not receiving consistent invoicing formats across all billings and firms did not have easy access to payment status. Lastly, they desired accurate reporting capabilities across all data fields.



2. The solution that was chosen and why that particular solution was selected.
   After reviewing several applications and interviewing several commercial e-billing vendors, COC chose to use the LegalPrecisionTM application provided by LexisNexis® Examen. This solution was chosen because it was able to meet COC needs. In addition, the application’s ease of navigation/user friendliness, auditing components such as SmartReview®, configurability/flexibility of the system and excellent customer service level aided in the decision process.



3. Results of the implementation. How did the vendor meet the agency's needs?
   Overall, the implementation went well in regards to training, set-up of billing guidelines and entering current and new matter information. Basic reports were capable at the onset; advanced reporting required help from the vendor’s Business Intelligence Team. Through dedicated customer service and support, the application was configured to meet COC needs and many of our reporting requirements. LexisNexis Examen continues to be responsive to our needs and provides excellent support and troubleshooting when needed.
