SIIA Strengthens Public Policy Team

New Hires Sara DePaul and Jesse Specter Deepen U.S. and Global Tech Policy and Privacy Expertise

WASHINGTON, D.C. (April 8, 2019) – The Software and Information Industry Association, the principal association for the software, information and digital content industries, completes the restructuring of its Government Affairs Team by welcoming  former EU Delegation Policy Officer Jesse Spector as its new Technology Policy Director, the association announced today. Spector will lead SIIA advocacy on open access, trade, cybersecurity, and other issues of critical interest to SIIA member companies.  Spector joins recent SIIA hire former FTC official Sara DePaul who started at the association in March as Senior Director, Technology Policy. DePaul, who brings deep privacy policy and enforcement experience in the United States and overseas, leads SIIA’s advocacy efforts relating to technology and privacy initiatives, including  privacy and data security standards, cross border data flows, and competition and technology.

SIIA President and CEO, Jeff Joseph, issued the following statement:

“We are excited to welcome Jesse and Sara to our world-class policy and advocacy team.  The industries we represent face unprecedented challenges – and opportunities - as legislative and regulatory bodies around the world look to set policy surrounding intellectual property rights, digital trade, open access, cybersecurity, student privacy, education policy, and emerging technologies. These new hires strengthen our ability to advocate for federal, state and international law and regulations that balance the need to protect consumer interests with ensuring tech, media, data, and digital content companies are able to innovate and grow.”

Jesse Spector joins SIIA after serving as the Policy Officer for the Digital Economy with the European Union (EU) Delegation to the United States.  In this role, she was instrumental in shaping digital relations between the United States and the EU, the two largest markets in the world.  Prior to this she worked for the British Consulate in San Francisco, where she cultivated deep relationships with startups and software companies throughout the UK, as well as with Fortune 100 leaders and emerging enterprises in Silicon Valley.  Spector holds a Masters in European Politics & Governance from the London School of Economics and a Bachelor of Arts in Political Science from the University of California at Berkley.

Sara DePaul brings to SIIA 14 years of experience at the Federal Trade Commission (FTC).  She most recently served as Counsel for International Consumer Protection at the Commission where she worked on a broad range of policy, enforcement, and technical assistance issues relating to privacy and consumer protection, and served as the FTC’s principal delegate in several international networks. Through her international affairs work, Sara liaised with numerous foreign consumer protection and privacy authorities to promote bilateral and multilateral enforcement cooperation. Also during her tenure at the FTC, Sara served as Counsel to the Director of the Bureau of Consumer Protection and as an enforcement attorney in the FTC’s East Central Regional Office and Division of Marketing Practices. DePaul has a Juris Doctor Degree from the Ohio State University, Moritz College of Law and holds a Bachelor Arts from Kent State University.

Earlier this year, SIIA announced the promotion of Carl Schonander to lead its Government Affairs team. These moves strengthen SIIA’s ability to serve as the forum for the technology industry to exchange views and best practices and come together to provide the best possible advice to policymakers on the defining policy issues of our time such as cybersecurity, high standard trade agreements, data privacy protections, and models of access to government information that respect private sector developed datasets.
