The Software & Information Industry Association (SIIA) submitted a letter to the Multistate AI Policymaker Working Group reiterating key themes from its January 27 testimony and responding to lawmakers’ questions. The letter outlines principles for AI legislation, emphasizing the need to encourage innovation, align policies across states, and protect consumers without restricting beneficial AI applications. It also highlights the unique role of AI in education and cautions against overly broad regulations that could limit its effectiveness in schools.

The letter provides detailed feedback on the Working Group’s high-risk model bill, Connecticut’s AI legislation, and Texas’s Responsible AI Governance Act (TRIAGA). SIIA recommends refining definitions to improve clarity, avoiding unnecessary restrictions on AI in education, and ensuring accountability is placed on AI deployers rather than developers. Additionally, SIIA raises concerns about prescriptive transparency and content labeling requirements, urging lawmakers to rely on industry best practices. The letter also calls for greater alignment with national standards, such as the NIST AI Risk Management Framework, to prevent a fragmented regulatory landscape.
