On May 7, 2025, SIIA President Chris Mohr testified before the U.S. House Judiciary Subcommittee on Courts, Intellectual Property, Artificial Intelligence, and the Internet, emphasizing the urgent need to strengthen U.S. trade secret protections amid escalating global competition in artificial intelligence (AI).
Representing over 350 member companies, Mohr highlighted the pivotal role of intellectual property (IP) rights—particularly trade secrets—in fostering innovation and maintaining the United States’ technological edge. He expressed concern over foreign adversaries, notably the People’s Republic of China, engaging in coordinated efforts to misappropriate American IP, including AI technologies, to bypass research and development costs and undermine U.S. competitiveness.
Mohr underscored that as AI becomes integral to various sectors—from education and finance to cybersecurity and law enforcement—the protection of the underlying data, algorithms, and models is paramount. He advocated for robust legal frameworks, international agreements, and enforcement mechanisms to safeguard these assets.
This testimony aligns with SIIA’s 2025 Policy Priorities, which call for modernizing digital information policies, bolstering U.S. leadership in AI, and advancing innovation both domestically and internationally.
